# Asbestos Popcorn Ceiling Removal in St. Louis

Test a popcorn ceiling for asbestos before anyone scrapes, sands or drills it. You cannot tell by sight. A lab result decides the next step: leave it, seal it, or have it removed. Advanced Environmental Services removes and encapsulates asbestos in St. Louis homes and businesses and quotes each job free.

## Test first

A lab test on a sample tells you if the ceiling has asbestos. Looks cannot tell you.

## Intact is lower risk

EPA says exposure generally occurs only when asbestos material is disturbed or damaged.

## Remove or seal

AES offers both asbestos removal and encapsulation. The right choice depends on the ceiling's condition.

## Know the rules

Missouri DNR rules cover many buildings. A single house of four or fewer units is excepted unless it had a nonresidential use or the job covers two or more houses.

## Does my popcorn ceiling have asbestos?

You cannot tell by looking, so test it. EPA lists “textured paint and patching compounds used on walls and ceilings” among the places asbestos may be found. Many popcorn ceilings contain none. Only a lab result tells you which kind you have.

Age is a clue, not proof. About 87.1% of homes in the City of St. Louis were built before 1980, per our [St. Louis page](https://www.aes-stl.com/service-areas/st-louis-mo). So many St. Louis ceilings are old enough to be worth testing.

Asbestos fibers are typically too small to see. That is why a ceiling that looks fine can still carry them. Our [asbestos-containing material](https://www.aes-stl.com/glossary/asbestos-containing-material-acm) entry explains how labs define it.

## Which popcorn ceilings are most likely to contain asbestos?

Older ceilings are more likely, but no year clears or condemns a ceiling. The federal ban dates are the best anchor. The Consumer Product Safety Commission (CPSC) banned consumer patching compounds with intentionally added asbestos in stages: products made after January 16, 1978, and all others after June 11, 1978.

The CPSC also said that about half the consumer patching compounds sold in 1977 contained asbestos. Stock bought before the ban could still be used after it. So a ceiling from the late 1970s or early 1980s is still a reason to test.

One correction: some websites credit the Clean Air Act of 1978 for the ban. The rule is the CPSC’s [16 CFR Part 1304](https://www.ecfr.gov/current/title-16/chapter-II/subchapter-B/part-1304). It covers consumer patching compounds, such as spackling and joint compound. That is a different thing from the Clean Air Act work rules for renovation and demolition.

The table reflects our own advice from the ban dates above. It is not an EPA or CPSC schedule.

## Is an intact popcorn ceiling dangerous?

An intact ceiling that nobody disturbs is lower risk. EPA says exposure generally occurs only when asbestos-containing material is disturbed or damaged enough to release particles and fibers into the air. Scraping, sanding, drilling and remodeling are the usual ways that happens.

Water stains, peeling and flaking matter too. Damaged material can shed. Our [dangers of asbestos](https://www.aes-stl.com/dangers-of-asbestos) page covers the health effects.

This table matches ceiling condition to a next step.

## How do I test a popcorn ceiling in Missouri?

A lab tests a small sample. For a regulated building, Missouri requires a certified asbestos inspector to inspect the areas that renovation will disturb. The inspector collects samples of the suspect material and sends them to a laboratory. That is the DNR process. Our page on the [asbestos survey](https://www.aes-stl.com/asbestos-survey) explains what one covers.

AES lists AHERA Certified Building Inspectors on its site. See [asbestos testing](https://www.aes-stl.com/asbestos-testing) for what we offer. Whoever tests, the sample should be taken with care, because taking the sample disturbs the material. A trained person controls dust when sampling.

## Can I scrape the ceiling myself?

We do not advise it and give no steps for it. Scraping is the most likely way to release fibers. Missouri’s DNR rules apply to regulated structures, but a single residential structure with four or fewer dwelling units is an exception unless it was ever used for a nonresidential purpose or the project involves two or more residential structures. That does not make a homeowner scrape safe.

If the ceiling has not been tested, assume it needs care. If it tests positive, hire a trained abatement contractor. Our [guide to safe asbestos removal](https://www.aes-stl.com/guide-to-safe-asbestos-removal) shows what safe work looks like.

## How does a contractor remove an asbestos popcorn ceiling?

A trained crew isolates the room, controls dust, removes the material, and disposes of it as asbestos waste. The method depends on the ceiling and the room. AES scopes each job at the quote and says it attempts to contain hazardous materials to a defined work area.

The words to know are [containment](https://www.aes-stl.com/glossary/containment), [negative air machine](https://www.aes-stl.com/glossary/negative-air-machine) and [HEPA filter](https://www.aes-stl.com/glossary/hepa-filter). Containment seals the work area. A negative air machine pulls air out through a HEPA filter so dust does not leak into the rest of the home. Our [asbestos removal process guide](https://www.aes-stl.com/guides/asbestos-removal-process) walks through the steps.

If threshold amounts of regulated material are affected, Missouri says all of it must be removed by a Missouri registered asbestos abatement contractor. The thresholds are 160 square feet, 260 linear feet or 35 cubic feet. A ceiling is measured in square feet, so a large ceiling can reach it. These rules apply to regulated structures.

## Should I remove it or encapsulate it?

Removal ends the problem. Encapsulation seals the ceiling in place so fibers stay in. AES offers both, and its encapsulation page says sealing costs less than complete removal. Which one fits depends on the ceiling’s condition and your plans.

Question

Removal

Encapsulation

What happens to the material?

It leaves the building.

It stays, sealed with a coating.

Good for

Renovation, damage, new finish

Sound ceiling you will not disturb

Not good for

A tight budget with no plans to renovate

Badly damaged material, or a surface that may get wet

Cost, per AES

Higher

Lower than removal

AES says two sealant types exist. A bridging sealant covers the surface. A penetrating sealant soaks in and binds the fibers. AES also says encapsulation is unsafe if the asbestos is badly damaged or the coating could be damaged or disturbed by water. See our [encapsulation versus removal](https://www.aes-stl.com/compare/asbestos-encapsulation-vs-removal) comparison. The [glossary entry for encapsulation](https://www.aes-stl.com/glossary/encapsulation) gives the short definition.

## What notices and permits does a ceiling job need?

For a regulated project, the notice goes to Missouri DNR at least 10 working days before work starts. In the City of St. Louis, notices and permits run through the Department of Health, Air Pollution Control. Your contractor files them. Read our post on the [10 working day notice](https://www.aes-stl.com/blog/missouri-asbestos-notification-10-working-days) and the [City permit post](https://www.aes-stl.com/blog/st-louis-city-asbestos-abatement-permit).

Rules and fees change. St. Louis County has its own asbestos permit; see our [St. Louis County page](https://www.aes-stl.com/service-areas/st-louis-county-mo). The Missouri summary above is from a DNR publication as of November 2026, and the full rules are in our [Missouri rules guide](https://www.aes-stl.com/guides/missouri-demolition-and-renovation-asbestos-rules).

A single residential structure with four or fewer dwelling units falls outside the DNR rule. Two exceptions bring a house back in: DNR says a structure ever used for a nonresidential purpose is not exempt, and a project that involves two or more residential structures is not exempt. Larger apartment buildings and businesses follow the rule. Our [commercial asbestos removal](https://www.aes-stl.com/commercial-asbestos-removal) page covers business jobs.

## What does removal cost?

AES quotes every job and does not publish a per-square-foot price. Cost depends on ceiling size, access, room contents, and whether sealing fits better than removal. Read our [asbestos removal cost guide](https://www.aes-stl.com/guides/asbestos-removal-cost) for the factors.

## Frequently asked questions

### Does my popcorn ceiling have asbestos?

You cannot tell by looking, so test it. Textured paint and patching compounds are on EPA's list of places asbestos may be found. A ceiling finished before the late 1970s, or with stock bought around then, is a stronger reason to test. A lab result is the only way to know.

### Is a popcorn ceiling with asbestos dangerous?

EPA says exposure generally occurs only when asbestos material is disturbed or damaged enough to release fibers. An intact ceiling that nobody touches is lower risk. Scraping, sanding, drilling, water damage and flaking raise it. Do not disturb the ceiling until you have a test result.

### Do I need to test before removing a popcorn ceiling?

Yes. For regulated buildings, Missouri requires a certified asbestos inspector to inspect and send samples of suspect material to a lab before renovation. A single residential structure with four or fewer units is exempt from that rule unless it was ever used for a nonresidential purpose or the project involves two or more residential structures, but testing is still the only safe way to know what you have.

### Should I remove or encapsulate an asbestos popcorn ceiling?

It depends on the ceiling. Encapsulation seals the material in place with a coating and costs less than removal, according to AES. AES also says it does not work if the asbestos is badly damaged or may be disturbed by water. Removal is the better choice if you plan to renovate.

### Do I need a permit or notice to remove it?

For a regulated project in Missouri, the notice goes to DNR at least 10 working days before work starts. In the City of St. Louis, permits go through the city's Air Pollution Control. Your contractor handles the filings. A single residential structure with four or fewer units is exempt from the DNR rule unless it was ever used for a nonresidential purpose or the project involves two or more residential structures.
