## Is Affton part of a city, or does the County run it?

The County runs it. Affton is a Census Designated Place, which St. Louis County describes as a concentration of population in unincorporated areas. The County’s historic list also tags an Affton cemetery on Gravois Road as “uninc.” You answer to County offices, not a city hall.

That changes who you call. The table shows the offices we found, and what each one covers.

## What kind of homes does Affton have?

Mostly postwar houses. Census data for 2020 to 2024 counts 9,092 housing units in Affton. Of those, 83.2% were built before 1980 and 75.2% before 1970. The 1950s are the biggest group, with 2,820 homes, or 31.0%. The 1960s add 1,863 homes, or 20.5%.

A smaller group is much older. 776 Affton homes date to 1939 or earlier. The County’s historic list names Affton High School on Mackenzie Road, the Louis Auguste Benoist House on Genesta Street and the Joseph Sappington House on Clearwater Drive.

If your Affton house is from the 1950s or 1960s, assume nothing and test. An [asbestos survey](https://www.aes-stl.com/glossary/asbestos-survey) samples suspect materials before work starts. AES offers an [asbestos survey](https://www.aes-stl.com/asbestos-survey) and [asbestos testing](https://www.aes-stl.com/asbestos-testing). Our guide to [asbestos in older St. Louis homes](https://www.aes-stl.com/guides/asbestos-in-older-st-louis-homes) lists where it hides.

## What happens when an Affton home sells or changes tenants?

The County requires an occupancy permit. St. Louis County says a minimum safety and health inspection must be done on all properties in unincorporated areas when the occupant changes. The rule began in October 2005 for rentals and July 2007 for homes for sale. The County sets the fee; check its occupancy page for the current amount.

This is a safety check. The County page does not mention asbestos or lead. So a clean occupancy permit tells a buyer nothing about floor tile, pipe wrap or paint. Buyers who plan to remodel should order a survey of their own.

## Do Affton homes need lead testing?

Many do. Missouri’s health department estimates that 60% of dwellings built from 1960 to 1978 contain lead-based paint. The estimate rises to 80% for 1940 to 1959 and as high as 90% for homes built before 1949. Most Affton houses fall in those years.

St. Louis County’s Healthy Homes Program offers free in-home lead inspections for county residents. You need a child under six who lives in or visits the home, plus a recent venous blood lead test for that child. Read [lead-based paint](https://www.aes-stl.com/glossary/lead-based-paint), then see our guide to [lead paint in pre-1978 homes](https://www.aes-stl.com/guides/lead-paint-in-pre-1978-homes). AES lists [lead abatement](https://www.aes-stl.com/lead-abatement) as a service.

## Who regulates asbestos before a demolition in Affton?

Two levels. Missouri DNR requires notice at least 10 working days before crews begin a regulated demolition or abatement. Most single-family residences are exempt from that state rule. St. Louis County Air Pollution Control also reviews asbestos before demolition permits issue. Learn the terms [NESHAP](https://www.aes-stl.com/glossary/neshap) and [asbestos-containing material](https://www.aes-stl.com/glossary/asbestos-containing-material-acm).

AES holds Missouri DNR asbestos contractor registration 27-06-0640. See [asbestos abatement](https://www.aes-stl.com/asbestos-abatement), [demolition](https://www.aes-stl.com/demolition) and [interior demolition](https://www.aes-stl.com/interior-demolition).

## How do I plan a remodel or teardown in Affton?

Start with the building’s year, then work through the offices in order. The asbestos notice and the demolition permit run on separate clocks, so do not wait on one to start the other.

1. **Find the build year.** Your deed or County record shows it. In Affton the 1950s are the most likely answer.
2. **Order a survey.** A certified inspector samples suspect materials, and the report sets the scope.
3. **Test paint in pre-1978 houses.** Use a licensed lead inspector or risk assessor.
4. **Call the County.** Ask which office issues your demolition permit, and file the asbestos notice when the structure is regulated.
5. **Abate first, then demolish or remodel.** Regulated material comes out before other work begins.

Landmark status can change the plan. If your property is one of the County’s listed buildings, such as a National Register house or school, ask the County before you plan teardown. We did not find a rule on the pages we read, so we do not state one. Our guide to [Missouri demolition and renovation asbestos rules](https://www.aes-stl.com/guides/missouri-demolition-and-renovation-asbestos-rules) covers the thresholds that apply once work begins.

## How far is Affton from the AES office?

About 9.5 miles, roughly 17 minutes without traffic, from the center of Affton to 3100 Gravois Ave. That is a free-flow estimate, so allow more at rush hour.

AES lists St. Louis, St. Charles and Columbia, Missouri, as its service area, plus projects within 300 miles of St. Louis. See also [St. Louis County](https://www.aes-stl.com/service-areas/st-louis-county-mo) and [St. Louis, MO](https://www.aes-stl.com/service-areas/st-louis-mo).
