What is different about working in downtown Clayton?

Clayton is a tight, busy office core, and the city regulates construction to protect it. It is the seat of St. Louis County, with offices and homes side by side, and every job runs through city rules on parking, fencing, hours and occupancy.

The city says its Central Business District combines 7,000,000 square feet of office space with 1,000,000 square feet of retail. That is where our commercial work fits. Advanced Environmental Services (AES) is based in St. Louis, about 9.8 miles from Clayton City Hall, a 16 minute drive without traffic. AES serves residential, commercial, industrial, governmental and healthcare customers, so a tenant build-out and a county office both fit. Read about commercial asbestos removal for the usual scope.

What do Clayton’s permit rules add to a demolition or gut job?

They add parking, stormwater and hours rules on top of the permit itself. Clayton lists Demolition Permit Requirements on its permits page and takes applications through its Citizenserve portal. The table below lists the extra items, and each one comes from the city’s own pages.

Clayton rule What it says What it means for your schedule
Parking plan Projects valued at $2,500,000 or more follow an approved Construction Parking Management Plan, filed with the permit application. The Building Official can ask for one on smaller jobs. Plan trucks and crew parking before you file.
Stormwater plan Demolition or new construction that disturbs 5,000 square feet or more needs an approved SWPPP. The city lists a $300.00 review fee. Add review time before the permit is released.
Work hours No work on Saturdays, Sundays, evenings or holidays without an Emergency/Evening/Weekend Work Permit. Schedule loud or dusty tasks inside the weekday window.
Commercial occupancy A new tenant needs a Commercial Occupancy Permit with Planning and Fire inspections. Finish abatement before the inspection date.

Building technicians answer permit questions at 314-290-8463 or 314-290-8452. We read these pages on November 6, 2026. City rules change, so call before you file.

Can Clayton’s historic districts hold up a teardown?

Yes, for 180 days. City code says no demolition permit is issued for property in a historic district until the plans go to the Architectural Review Board, and the board can review and withhold approval for 180 days. During that period it talks with the owner about ways to preserve the property.

For alteration permits, the same code says Board approval is not required for changes to the interior of a historic property. So an interior strip-out may face fewer hurdles than a teardown. Confirm with the city for your address. If a building is in a district, start early, because the review period begins the day the completed application reaches the board. Our interior demolition page covers gut jobs, and demolition covers full removal.

Does the county still review a Clayton demolition?

Yes. Clayton is a city, but the county’s Air Pollution Control Program still reviews demolition. St. Louis County says every structure to be demolished needs an asbestos survey by a Missouri licensed inspector, submitted with the Demolition Waste Application and Release Authorization form.

Missouri DNR adds its own notice rule. It requires notice at least 10 working days before crews begin a demolition or abatement project on a regulated structure. Commercial buildings are covered. Most single-family residences are exempt. A NESHAP notice may also apply. Our guide to Missouri demolition and renovation asbestos rules lays out the order. AES lists asbestos testing and an asbestos survey.

Are Clayton’s older buildings likely to have asbestos or lead?

Many of them could. Of Clayton’s 6,934 housing units, 65.1% were built before 1970 and 71.0% before 1980, in the 2020 to 2024 American Community Survey. About 35% date from 1939 or earlier. That is old stock on a small base.

  • 1939 or earlier: 2,433 units, 35.1%.
  • 1940 to 1969: 2,084 units, 30.1%.
  • 1970 to 1979: 408 units, 5.9%.
  • 1980 or later: 2,009 units, 29.0%.

The Census counts housing, not offices, and it has no commercial building ages. Use the original build year and any renovation history. Pre-1980 commercial interiors can hold floor tile, mastic, ceiling materials and pipe insulation. Test before you cut. See asbestos-containing material and regulated asbestos-containing material.

Which AES services fit Clayton buildings?

Offices and retail suites call for abatement, selective demolition and new floors. Houses call for abatement, mold and lead work. AES serves St. Louis and projects within 300 miles, so Clayton is well inside the service area. These pages match the common Clayton projects.

For the wider county, see St. Louis County, MO.

How do I plan a Clayton project from survey to move-in?

Survey first, permits second, abatement before demolition, and the occupancy inspection last. The order matters because the state notice, the city permit and the parking plan each have separate lead times, and a missed step can hold the whole job. Use this list as a checklist.

  1. Survey the space. A Missouri licensed inspector samples suspect materials.
  2. File with the county and the state. Send the Demolition Waste Application and the DNR notice.
  3. File with Clayton. Include the parking plan and stormwater plan if they apply.
  4. Abate, then demolish. Regulated material comes out first.
  5. Build out, then book the occupancy inspection. Planning and Fire both inspect.

Our guide to the asbestos removal process explains the abatement stage.

Frequently asked questions

Who do I call about a demolition permit in Clayton, Missouri?

The City of Clayton lists Demolition Permit Requirements on its permits page and names building technicians at 314-290-8463 and 314-290-8452. Applications go through the city's Citizenserve portal. Call before you file so you know which attachments your building needs.

Does Clayton require a parking plan for construction?

Yes, for large jobs. Any project valued at $2,500,000 or more must follow an approved Construction Parking Management Plan, and the Building Official can require one on smaller jobs. The plan goes in with the building or demolition permit application.

Can a historic district block a Clayton demolition?

It can delay one. For property in a historic district, the city issues no demolition permit until the Architectural Review Board reviews the plans, and the board can withhold approval for 180 days. During that time the board talks with the owner about ways to preserve the property.

Do I need a permit when a new tenant moves into a Clayton office?

Yes. Clayton requires every business to get a Commercial Occupancy Permit, with inspections from the Planning and Fire Departments, before it occupies commercial space. That applies to a change of tenant even when no construction permit was needed in between.

How do I get a quote?

Call (314) 865-2662 or use the quote form on our contact page at /contact. Tell us the Clayton address, the building type, the year it was built and the work you plan. We will say what needs a survey first and how to schedule a site visit.
