Do I need a permit to demolish a building in Overland?
Yes. The Overland city code says it is not lawful to start any construction, alteration, removal or demolition of a building or structure without first filing a written application with the Building Commissioner and getting a formal building permit. A fee is paid under the city’s schedule before the permit issues.
We did not find a flat demolition fee, so we do not state one. A building permit is valid for one year from the date of issue. Call the Department of Community Development at City Hall, 9119 Lackland Road, Overland, MO 63114, phone 314-428-4321, and ask what your project needs.
AES lists demolition, interior demolition and building demolition as services.
Which offices do I clear before demolition in Overland?
Three, in this order. The table shows who each one is and what the source says.
| Order | Office | What it does |
|---|---|---|
| 1 | Missouri DNR | Takes the asbestos notice at least 10 working days before a regulated project starts |
| 2 | St. Louis County Air Pollution Control, 6121 N. Hanley Road | Clears asbestos and other hazards before municipal demolition permits issue |
| 3 | Overland Building Commissioner | Issues the building permit required before any demolition |
The County Air Pollution Control program says all municipalities rely on it for that review, and Overland is a municipality. We do not state the County’s asbestos notification fee, because the County pages we read did not settle which one applies. Check the County Demolition Inspections page and call before you file.
Most single-family residences are exempt from the DNR rule, but commercial buildings are not. Learn the terms NESHAP and regulated asbestos-containing material. Our St. Louis County permits guide explains each office.
What kind of houses does Overland have?
Mostly houses from the 1950s. Census data for 2020 to 2024 counts 6,675 housing units in Overland. Of those, 91.2% were built before 1980 and 83.3% before 1970. The 1950s are the largest decade, with 2,221 homes, or 33.3%. Another 872 date to the 1940s, and 1,035 to the 1960s.
A real share is much older. 1,433 Overland homes, 21.5%, date to 1939 or earlier. Only 589 homes, 8.8%, were built in 1980 or later.
The Census groups by decade, so it cannot show 1978 exactly. Use your deed for the real year. An asbestos survey samples suspect materials before work starts. AES offers an asbestos survey and asbestos testing. Our guide to asbestos in older St. Louis homes lists where to look.
Should I test an Overland house for lead paint?
If it was built before 1978, yes, before you sand, scrape or tear out anything. Missouri’s health department estimates that 60% of dwellings built from 1960 to 1978 contain lead-based paint, 80% for 1940 to 1959, and as high as 90% for homes built before 1949. Most Overland houses fall in those years.
We did not find an Overland city lead program. St. Louis County’s Healthy Homes Program offers free in-home lead inspections for county residents with a child under six in the home and a recent venous blood lead test. Our post on free lead inspections in St. Louis County has the steps.
Read lead-based paint and our lead paint in pre-1978 homes guide. AES lists lead abatement as a service.
How long is an Overland building permit good for?
One year. The code says a building permit is valid for one year from the date of issue. Work must begin within six months of that date and finish within one calendar year, or the permit is void. A renewal costs the same as the original fee for the work that remains.
That timing matters for a teardown. The asbestos notice needs at least 10 working days, and the County review comes before the permit issues. Plan the abatement dates first, then apply, so the permit clock does not run while you wait on the survey.
How do I plan a remodel or teardown in Overland?
Work in this order. The city permit and the asbestos notice run on separate clocks.
- Find the build year. Your deed or County record shows it. In Overland, the 1950s are the most likely answer.
- Order a survey. A certified inspector samples suspect materials, and the report sets the scope.
- Test paint in any house built before 1978.
- File the notices. Send the asbestos notice at least 10 working days ahead, and clear the County review.
- Get the city permit. Ask Community Development what the Building Commissioner needs.
- Abate first, then demolish or remodel.

AES lists St. Louis, St. Charles and Columbia, Missouri, as its service area, plus projects within 300 miles of St. Louis. AES holds Missouri DNR asbestos contractor registration 27-06-0640. For a county overview, see St. Louis County.
